I come across this title here and there but have never figured out what or who he/she is. Sounds like a pompous title that sounds a lot simpler if translated.
It's spelled "Provost" and it's similar to a chancellor or dean. The Provost is usually in charge of academic affairs, while the university may also have a president who is in charge of business affairs. Not all colleges have a provost.
The way I look at it is, some towns have a mayor and others have a city manager. Some towns have councilmen, others have aldermen or selectmen. It's the same with colleges. Different strokes for different folks.
