As a nurse,once someone is diagnosed with a chronic dusease/mental issue it stays.

An IEP needs to be reviewed and updated (at least) every year, but that has nothing to do with being re-diagnosed. Any chance your cousin's daughter's school is talking about the annual IEP review that's required under federal law?
Two year old IEP paperwork would put them out of compliance, because it's not an active IEP (only good for a year). But not because of the disability diagnosis. Old/noncurrent IEPs may need additional evaluations done to appropriately update the document, but those evaluations would be for educational purposes, not diagnostic ones.
