We can cast a wider net later on but my dea is to start with these lofty parameters first and see. .

Quality: University or institution must belong to Top 1000 based on latest QS Global World Ranking

Affordability: Reguar tuition should be within $20K for the entire 4-years of college.

Re affordability, I looked at their tuition fees page. I just clicked the first one, which is Accountancy.

It showed around Php50,000-60,000 per term. Let's just say Php60,000 per term * 2 terms = Php120,000 per year. Multiply for 5 years = Php600,000 for the entire course, or $12,000.

My humble Alma Mater. Pay $12K for entire thing, earn 10 times each year. What a deal!

Founded in 1611 long before modern Americans ever (pro)created.

I'd cut it to the top 300 if you want a quality education. And I'd use QS definitely, not the Times HES ranking which is dominated by people who studied at Oxford or Cambridge and skew their results accordingly.

As for $20K - that is very low. A $30k-$40K would give you a much better group, and still be cheap for a reputable, quality bachelors.
