Schools like this one are filled with dull-witted students. I taught in one for 3 decades. There are very intelligent people in every race, but distribution is unequal.
Politicians and social activists blame the schools, the teachers, poverty, lack of fathers, lead paint, etc. The problem remains, many of these kids lack normal intelligence. They simply can't comprehend much of what is being taught so we blame the schools and move them to other schools, which then drop into the "failing" category.
Take a look at the worldwide IQ distribution table and you can see where the problem originates.

The top 47 countries are Asian or Caucasian. The bottom 20 countries are all in Africa, and in some of them, the
average IQ falls in the category known as mentally retarded.
The only logical solution is to quit trying to send everyone to college and establish trade schools for the kids who now leave school with no marketable skills. Most of our immigrants now come from countries in the bottom half of the IQ chart.
We can continue to kick the can down the road, pretending that everyone is equally intelligent to avoid hurt feelings, or we can accept reality and tailor education to the abilities of the students.
