I will start by saying I am an IT professional, not a teacher. I have applied for jobs in K-12 schools a handful times, but I never got any of them. Here are the steps I had to take:
Schedule a time to visit a police station and have my fingerprints taken(At my own expense!), this earns you a Criminal Record History card that must be renewed after five years.
Submit Criminal Record History card, three signed letters of recommendation, resume, cover letter, long-form application, and sealed transcripts from every school I have ever attended.
Most of the schools I've applied for required all of this for all support positions, like IT, admin, and food service. Most of the time, they pay much less than equivalent positions in the private sector.
I don't think the average person is going to jump through all these hoops when they could make more money at a grocery store.

Okay. If you're not willing to jump through those hoops, then you aren't really dedicated about working in a school with young people. I would prefer you go to work at the grocery store.

Some of those hoops though could be jumped through after the initial interview if the employer thinks they might fit. Private industry makes some of them post interview, post job offer with contingencies..like criminal background check

Some could be but that's not how the various school employment laws are written. Background check/fingerprints before employment offer, many times to be submitted with the application.

Yes...but I don't want to sit there and spend the time reviewing an applicant's basic credentials, then do a 45 minute interview, and lose out on a truly qualified other candidate...only to find I can't hire the guy. My time is valuable, too.

And applications have a question about that with yes/no checkbox.
And being certified by the state means you already jumped through many of those hoops already...like criminal background check.
And a background check can be 1 month old but if it's from a different district it doesn't count....
Everyone wants to reinvent the wheel.
And we can see from current news that an up to date criminal background check will not eliminate "issues".
