It is my belief and contention that school districts or states that allow the use of corporal punishment in schools serve as magnets for these types of educators. I have seen it in my own district, teachers used to get away with shoving students, throwing objects, etc, but corporal punishment is now banned, and the code of ethics for educators has been raised.
The local authorities were less than gung-ho. After all, Johnston County allows corporal punishment. When the case came to trial, a judge dismissed it, saying it should have been handled by the school.
