It's just regional dialect... I hear that from my friends from the Boston area. They also say "quah-tuh" instead of "quarter" and "fawx" instead of fox.
Yeah, I hear this here and there. I'm not sure where it comes from, I never hear it from natives to the west coast though. I actually knew an Austrian girl that pronounced it that way, no idear why.
