What city are you from and what district do you live in/want to go to? We have posters here from all over the country/world.
States/cities/districts have their own policies. In my city, I know one district that will allow any approved student to transfer into their district for free. Their parents must provide transportation, they must approve the student first and they will be kicked out if they have discipline issues, etc. Another district does not allow transfers to certain schools even within the district. There is no set rule that we could tell you unless you tell us what city/district.
