Sam,
It is important to move this from a teacher-level issue to an institutional solution.

If there are no avenues around the issues, then you need to minimize its damage to the educational services you provide.

This is absolutely the only way to deal with it. It needs to be the school's problem, not the teacher's problem. It is horribly unfair to penalize a teacher for this type of issue or to expect her to be able to handle it.

To an extent, I agree. But I also don't feel that it's fair to the kids who are late themselves. Remember, it is not THEIR fault that they are late. It's their parents' fault. The parents need to be the ones to suffer any kind of penalty...NOT the kids.
