Default American and British universities?

I currently live in Toronto, Canada. I am in grade 10 and I don't really want to attend university in Canada. How does one go about applying to a university in the USA or England? Do I have to take some type of standardized test? Basically my question is what requirements are there for a foreign student applying to an American or British university...?

Just go to the website of the school you may want to study at. They will all have a section dedicated to international applicants.

For example, here is my alma mater.

Undergraduate International Students - Admissions - University of Illinois Springfield
