I do, because I'm French, and England is one of my favorite places.
One can travel cheaply by coach. Or go by car with several friends, i.e share the expenses (though this may not be the cheapest way). Or find great fares for packages on the web. And one can have student discounts. You may also fly for a "little" amount on air companies such as Ryanair, and spend a couple of days by the Mediterranean!
I never said it would be easy or very cheap, I said it was possible. I had the chance to spend a year in England when I was in college, and I made the most of it to travel as much as I could all over the country, even though I was on a budget. Living abroad may be a once in a lifetime thing, so it can be worth a little sacrifice...

I would strongly suggest not going the easy route and instead picking a location which speaks a foreign language. While I enjoyed my 6 months in London, it felt like a waste as compared to my previous semesters in Iceland and Mexico. I wish I had chosen to go to Budapest or Prague in order to learn another language with that opportunity.
