By stating that "there will always be bullies in life," I hope you mean only on the playground, because I don't agree that they're present throughout life. A true adult "bully" is usually out on his/her rear.

The first solution is for parents to be parents first and a friend second to their children. Children must learn, beginning at home, that there are consequences for their choices. As long as parents continue to bail their children out of situations they will believe that their actions have no reprecussions.

Parents also need to realize that their children are not perfect and if you ground them or take something away from them they will still love you down the road.
