It's a Gov't of Mexico drone. I suspect it's role is as a spy drone on the cartels - and it had mechanical or communications problems.

Knowing Mexicans, I suspect that it is a CARTEL spy plane watching the US Border Patrol, Customs, etc..

I heard the cartels tried to make a submarine, to use for smuggling, didn't work, they used adobe...
