In general...gangs generally attack or pick fights with other gang members.
Having lived in El Paso for a while, I honestly think many of the issues people here describe as "racial" are really class issues. Middle class Mexican American areas rarely have any issues with people from other backgrounds. El Paso has a lot of poor people. Some schools, especially middle and high schools feed from both suburban type neighborhoods that are ethnically mixed, and poor neighborhoods that are almost entirely Mexican-American/Mexican. That seems to be the issue, especially in schools in the northeast and east part of town.
As far as Northern New Mexico is concerned, it is a very different area...the people there are for the most part descended from the old settlers of the area, and anyone who doesn't understand why that particular region is so tense needs to read the history of the area and understand the issues of land conflict, water rights, and political division that have been going on for 150 years. I am not saying its fair, but you do need to understand that if you are "Anglo" - for the lact of a better word - and go up there, from the point of view of the people there, you are invading their turf. El Paso, on teh other hand, is primarily an immigrant community.
...also Northern New Mexican Hispanos are not much kinder to Mexicans/Mexican immigrants. It is really a different society there, not just another Hispanic/Mexican group.

gang members would have you believe that they just menace other gangs and leave citizens alone. that they are the friend of the people. that they are local misunderstood good guys helping to provide support to the community. wolves do not attack other wolves, they attack and prey on sheep.

Interesting post...as an anglo interested in ABQ at one time...that makes a lot of sense. I've heard many anglos say they did not like growing up in ABQ or they had kids they raised there, and they had a hard time there as well being anglo.
Your post really confirmed what the issue might be....and in regards to Mexicans in general...or Mexican-Americans...as an anglo, I've had pretty much all positive experiences...

We've been here 2 years and my kids have had no problems with discrimination as far as I can tell. My daughter likes it here better than other states we've lived in. She goes to Eldorado H.S. and my son goes to Paso Del Norte and they both have lots of friends. I'm not naive enough to say discrimination doesn't exist but it seems to be the exception not the norm. Every race has its idiots and it's not that hard to avoid them. Good luck with your move and welcome to El Paso.
I have pondered and pondered over the decision to relocate to El Paso. Things will be alot simplier for me because I am from Houston. Being a veteran and ready to return home I have no problems with making my home there. I needed some light shed upon the area pertaining to the schools, housing and avoiding gangs as much as possible. So the far NE is the best area to reside in. What specific housing areas should I look for and/or avoid (to include surrounding towns/cities?) I am pushing to purchase a home but in case I am unable to locate one before arriving - what apartment complex would you recommend? Keeping in mind the best schools. I truly thank you for your response and I look forward to hearing from you and others with much advice.

I saw more gang activity when I lived in NC than I've ever seen here. This is a very safe town with tons of nice folks. We live on the far east side and my daughter goes to El Dorado H.S.. She is in all advanced classes and seems reasonable challenged with the level of work. As alucard said you'll get different opinions on where to live but I picked the east side because of the schools and ease of getting to everything. Everything east of the 375 is newer construction and there's plenty of shopping in the area. My 2 kids (15 & 12) have had no problem settling in and my daughter likes it here better than the other states we've lived in. Coming from NC you're in for a culture shock but you'll find the people here as nice as any you're leaving behind. Welcome to El Paso.
Thank you DesertDog so much your advise. I do very much look forward coming on-board as team member at Fort Bliss. You have helped me tremendously and a weight has been lifted from my shoulders. Again, thank you.
I lived in El Paso all my life and to be honest when I was young around 7 yrs old I didnt notice any gangs not saying they werent around I'm sure they were. But when I started going to terrace hills elementry school this chola wanted to kick my butt all because her brother kissed me and I slaped him. roomers went around my block and and school that she wanted my blood my mom was worried I told my mom dont worry if she wants my blood I will give it to her so I got a ziplock page and cut my tip of my finger and put drops of my blood in it and sent it to the girl and said you want my blood here it is. will least to say that made her more mad then when I went to school her and her little friends met me after lunch and they said I was gonna die. And I yelled and said look if u all are true cholas then fight me one on one. It was a challenge they couldnt refuse So the girl that wanted me real bad started to fight me and I stood there takeing all the punches princibals watched then all a sudden she pushed me in to stairs and I hit my head on it will the anger came out of me and I punched her in the nose then started to smash her head against the side walk ground then the pricpal jumped in im not saying what I did was good cause it wasnt she wounded up in the hospital and I almost killed her. I felt bad about that. even though I know in my heart if she would of killed me she would of hand no remorse. And after all was said and done guess what happen some of her so called friends came up to me and said that they wanted me to be a chola and that I would be the head weda chola im like u got to be freakin crazy. and told them no. Now like I said before Ive always lived in El paso what now people call Hell El paso. dont let people lie to u there is alot of gangs here and its growing now that the drug cartel is comeing over here. I lived on the northeastside and lived in devils trangle its not a good place to live then I moved in a apartments called amber wood I have a 13 yr old daughter but back when I lived in those apartments my daughter was only 9 yrs old and a boy went up to her with a deer knife and told her I can cut u up in to pieces and leave u to die she ran and came and told me I ran after that boy so fast to his apartment and told the dad look ur son threaten my girl with a knife and Im not afraid to call the cops on him witch I did but while I was calling the cops I could here behind close doors the boy gettin beatin by his Dad. The cops came and took the father to jail when I saw the boys face I didnt press charges cause I felt sad for the boy. But we did move I moved to the eastside and Im very happy no one bothers me and my family no more. but never believe that we dont have gang problems cause we do its just people tend to want to believe that its not here so they close there eyes. But they are here and it is on a rise. If you move to El Paso do not move to the notheast side it is getto people dont care about it no more like they use to it use to be a clean area now the people there let it go down hill trash all over the place and will its just discusting they have alot of abbandon stores there and I wonder why even north park mall is shut down I wonder why mainly because of the gangs and stuff along time ago there was a school there and a girl and left to go to her car and she got raped now alot of bad things happen more on the northeast side. Yes I live on the Eastside and we do have bad stuff here happening to but not that noticeable. West side will I dont know much about that side. Me and my family are leaveing El Paso soon due to the drug cartel comeing over here and all other issues I will not lose my childs life or my life and my hubbys life over some dum azz with a gun. I rather lose my life over nature like a tornado or something like that. But if u want to move here I wish u luck Just keep to ur self and u will be fine. tc.
Heard there is a large gang presence at Franklin H.S., more than any other EP high school. Any truth to that?
