Exactly, I think that's the issue. Even though the cars never blocked the sidewalk my parents do not own that property.

IIRC its still your private property (i.e. you get to maintain it), but most cities have easements covering up to the sidewalk for utility work, etc.

I guess if you're parking on your own property and not blocking the sidewalk, you're good, though. But if you're not allowed to park at the curb because it's a no-parking zone (like if your house is on an arterial street) and your garage or carport has been converted into extra rooms, and there's no room to park in the driveway, then I guess your only option would be the front yard. And I think the city gives property tax credits for not having grass in the front yard.
