Is travel allowed to El Paso and are there California style covid restrictions? Are restaurants and local hotels taking visitors?

Yes to all you asked. Masks are required everywhere outside of your home or hotel room. Restaurants are open with limited indoor seating...take out is available almost everywhere. Shopping malls are open.

I stayed the night at a Holiday Inn in El Paso a couple of days ago. The only difference is that breakfast is take out only. You can't eat at the hotel dinning room and must take it to your room.

Yes, you're welcome to visit. As stated above, masks required in most businesses. Most of Texas is the same....just visited Tyler and stayed at a hotel for 3 days.

El Paso is Texas!! ... (It's open) +/-

All of our TX stores and shops have "mask required" signs, but seldom heeded and never enforced in much of Texas.

Our auto parts store will reprimand you for wearing a mask...the owner says, "Take that thing OFF, you're spooking my healthy (?) customers!" It's Texas!! ...

There is a huge snowdrift of masks outside in the grocery store parking lot (HEB). They require masks and hand you one if you don't have one, BUT they will not enforce wearing masks, or someone will get shot.

Something tells me they don't care, either direction.

This is what I experienced twice at the Tijuana/San Ysidro border twice last year during Covid. They don't really care, they know the impact of just stopping commerce and the devastation that would bring.
