Who cares what research they did. The whole project being deemed an "upscale shopping center" that will bring "upscale" stores El Paso doesn't have is one big farce.
The company who wanted to build this so-called "upscale" shopping center (Regency) is a joke! They have absolutely NO experience in ANYTHING upscale! Go to www.regencycenters.com and see what kind of "upscale" stores their current properties have:
Wendy's, Goodyear Tires, Farmer's Insurance, Baskin Robbins, GNC, Walgreen's, Albertson's, Hollywood Video, Jenny Craig, $6 Fashion Outlet, Leslie's Poolmart, US Army Recruiting Office, Office Max, The UPS Store, Crystal Nails...
The list goes on and on! In reality, Regency and those high-profile officials supporting it were simply trying to make it seem like something it wasn't. Furthermore, I can only assume that those citizens who supported it maybe just didn't do their research to see what Regency actually was and what their business model is.
I would REALLY like to see Regency's list of supposed "upscale" stores they would have brought to El Paso! HA!

Actually, they never said it was going to have high end stores, that was a miscommunication between city and regency. They said it was going to have lifestyle ammenities (a.k.a pedestrian walking, fountains, outdoor dining...etc) There were going to be new stores to El Paso however, Some that were mentioned were Pottery Barn and Black House White Market. You shouldn't celebrate when projects like this one fail.
Reasons why it should have happened:
First, it removes a blight from I-10. Second, the project was basically no risk for the city and county. Third, projects like this one will only help lower your property taxes.
I think the main reasons why the county voted no was because of two factors.
Economy news and those other shopping center boys getting in their ear.

Just because a project will replace a blighted site does not make it a good idea. I have never heard of Regency bringing in Pottery Barn or White House | Black Market, but I seriously doubt they would. They have never even worked with either of those two retailers in the past or even any retailers close to those price points. Even if Regency did mention those two stores, I doubt it was anything more than that - a mention. I would really like to see the oversight reports completed by Pottery Barn, White House | Black Market, and Regency together...I am sure they do not even exist because Regency was probably just throwing names out there. Once again...this is a company who deals in strip malls containing gas stations, fast food restaurants, and 99 cent stores!

Regency and Foster's group both said that White House/Black Market were interested in putting up shop in the new mall, I don't think they were just throwing names out there for the fun of it. They also mentioned several other stores that were interested in locating there.
Regency deals in all sorts of shopping centers and outdoor malls, you are acting as if they only deal with "strip malls containing gas stations, fast food restaurants, and 99 cent stores", which is just not true. Their business deals with high end shopping malls to lower end small strip malls, so what? They are in the business of building and owning malls or shopping centers, all types of them.
All malls, even the "high end" malls have fast food restaurants and 99 cent type stores. The Beverly Center in Beverly Hills, CA, is an upscale mall, and they have those types of "low end" businesses in their mall. They can't only cater to the rich.. you need all types of stores to try and cater to everybody.. since most people in America are not rich.

I wouldn't count on this deal being dead just yet. Paul Foster has said that he will do something else, if the tax abatements did not go through.
Also, they might just give it another shot at the county starting early next year, when two of the retards that voted against this proposal are leaving office. The old Miguel Terán and the dumb Luis Sarinana will be replaced by two new County commissioners in January and I read somewhere that Regency-Foster might try it again soon after the new commissioners are sworn in. Whether the new commissioners will be for this deal or against it are unknown.
Speaking of these two commissioners that will be leaving soon (Thank God!), I would also bet that as soon as they leave office, I'm sure that the FBI will be looking at them very closely. Anthony Cobos needs to watch out for the FBI coming to his house soon too.
Bob Jones was just arrested by the FBI on corruption charges, I'm sure more arrests will come soon.

Their business does NOT deal with high end shopping malls to lower end small strip malls! Clearly you have not done your research! Once again, I direct you to www.regencycenters.com to see what they DO deal with. The have absolutely ZERO high end shopping malls. Your statement is false. Furthermore, they have absolutely NO high end or upscale tenants in ANY of their centers. You can go through every single one of their centers and all you'll see are grocery stores, gas stations, fast food restaurants, lower scale department stores, outlets, 99 cent stores, etc.

Of course some "high-end" malls have fast food restaurants within their food courts, yes, but NO they do not have 99 cent type stores! lol
As far as the Beverly Center - NO they do not have "those type of low end businesses in their mall" as you said. A dollar store at the Beverly Center?! Ha! NO! Also, the Beverly Center is a tourist destination so they do have a handful of lower price-point stores like Forever 21 where even the most unassuming tourist can walk away with a purchase if they can't find anything to fit their budget at Dior.
I repeat - NO Regency is NOT an upscale or highend developer! They have NEVER worked with anything remotely upscale - well, I guess you can count a Nordstrom Outlet as remotely upscale...

I support Paul Foster and think he is doing a lot for El Paso right now, but keep in mind he is a businessman and he is motivated not only for his desire to make El Paso a better place, but primarily by MONEY! He will surely be making tons of cash off of the developments he is working on and proposing.
That being said, Foster invested in the Farah site and his investment was a dud! He is doing all he can to make that site profitable no matter what. This "high-end" "upscale" shopping center proposed by Regency and supported by Foster is not what it has been made out to be.

The first part of your post is obvious and has been stated on here several times already.
You or I don't know exactly what is going to be built there, so saying that it is a dud, is ridiculous especially since everything is just on hold.. it is not canceled. Who cares if it will not have a Nordstroms or a Saks? Most people in El Paso will not care whether a bloomingdales or whatever other "high end" store is there, most here will just be happy with a "high end" shopping center being located there. We are talking about "high end" center .. not store. There is a difference.
ABQ has Uptown, it is really nice.. pretty much upscale.. yet there is no Niemen Marcus, Nordstrum, or whatever.. there. The stores are not the only things that make a mall "upscale". Maybe to you they do, but certainly not to everyone else.
