Weather and climate-wise, El Paso is about as good and safe as it gets. Even the floods, they really happen year after year, the same intersections get flooded, and you can easily avoid buying a house in an arroyo or below the level of the river and street. You can go up to the top of the mountain and see which subdivisions were built in arroyos, and avoid those downstream of them or probably check aerial maps.

Whatever that is going on across the border should be of some concern but most people here really don't think about it.

My wife and i are considering moving to el paso, as we both have great job offers there. Is it safe? i know the worst drug war currently in mexico is happening right across the river.

If you and your wife have jobs then you've solved your biggest problem. El Paso is unique and depending on where you're coming from can be a culture shock but relax and enjoy. El Paso is a very safe, laid-back city.
