Well considering we have 3 Malls here with rumors of a 4th.. why couldn't the city support such a mall, and remember there will be 100,000 new residents in the city soon, and with them will come another 50K civilians in support of the Post new mission. Not to mention the 22 thousand at white sands that will be split between El Paso, Las Cruses and even Alamogordo. If built in the right place N.M, would even be considered as shoppers for such a mall.. wouldn't they. Oh I forgot the 20 thousand + more airmen at Holloman AFB, who I know come to El Paso to shop, as I have friends out there that do already.
I know that San Antonio well SAN MARCOS to be more exact has the outlet malls there and the Mexican population makes the long drive up there to shop.. El Paso could capture lots of that traffic if it is done right.

Is the Galleria the one w/ the ice skate rink at the bottom and the running track on the top?

The two primary malls in El Paso are the Cielo Vista Mall and Sunland Park Mall, both of which are pretty big. I primarily shop at Sunland Park Mall on the West side and during the week it seemed this mall was dead, as in empty. The stores were Dillards, Macy's (formally Foley's), Mervyn's, and I think J.C. Penney and Sears with tons of stores between.
For some reason it seems the one thing this city knows how to do consistantly is build shopping malls and plazas. Travelling down route 10 that's mostly what you see. It seems there are tons of them going up more so on the east side toward Horizon City. I've never seen a city with more strip malls than El Paso. Although I don't know Houston that well my suspicion is that it is more cosmopolitan with a higher socio-economic population.

Yes, that is the Galleria. El Paso should have a mall with an ice skating rink, or does it already? If not, are there any ice skating rinks in El Paso?
I don't think El Paso can support the kinds of stores that the Galleria has... DeBeers, Zara, Sak's, Tiffany's, etc., but the environment can be duplicated.
The Galleria is more than just a mall, however. There are two hotels in there also, The Westing Galleria, and Double Tree. Lots of fancy restaurants as well, plus all the street ones. In addition, lots of major corporations there, mostly financial firms, Amex, Merrill Lynch, etc., and even a French Energy company.
If the Fountains is developed, then I don't think El Paso will ever see a Galleria type mall.
BTW, I've been to the inspirational store that prompted the Galleria type malls, the Galleria in Italy, simply amazing.

Yes if property taxes here were to drop to a fourth of what they currently are and gas prices fall below $2.00 a gallon, and the price of groceries goes down.
