Yeah. There's still vacant land in Central last time I checked, mainly along the mountains. There's probably empty warehouses and stuff downtown that could be turned into loft apartments (if the city would provide enough parking and encourage businesses people need like grocery stores to locate downtown). They could put little apartments or houses (like little Katrina Cottages) in back yards along the alleys, but I guess a lot of people would want to use their back yards, plus parking might be a problem.
Another thing: If there's houses or apartment buildings that the owners are leaving empty and deteriorating, maybe they could be given incentives to fix them up and make them occupied again, or they could be turned over to someone who would.
