Border security is a totally different issue than immigration. It is Congress' domain to take care of US immigration policy. The federal government mandates education (Plyler v. Doe) and entitlements for immigrants living in this country, which along with other policies ties the hands of governors.

This is what Governor Perry has done in Texas concerning border security.
  • Championed a Voter ID law that ensures only American citizens will be able to vote in elections.

  • Protected a Texas law that prevents any public agency, taxing jurisdiction or economic development corporation from receiving public subsidies if they have been found to have hired undocumented workers.

Wonder how much of that was done after he decide to run for President. I know that he did nothing about sanctuary cities so if he is that is new.

Perry has pushed the sanctuary city legislation this year because it is the first year we have had a Republican super majority in the house. He couldn't get it considered in previous years.

He was the lesser of the two evils in the last election. Bill White was even more of a progressive but he didn't lie about it.

I always have believed that had White and Perry debated, White would have either barely lost or barely won.

We can certainly see why Perry didn't debate. He is coming out with a flat tax plan now...it should be interesting to see him try to explain that one.

There aren't any hard or fast rules you can apply to EOs. They encompass a myriad of governmental and social issues and have to be taken on a case by case basis. I don't see an issue with any of the EO's cited. On that matter, unless an EO is constitutionally based, Congress can directly affect a presidential action by either amending, nullifying, repealing revoking, or terminating the authority on which it was founded.

On the issue of Gardasil, which I think is your stickler for bringing up an EO, the stats were showing that Texas has among the highest prevalence rates of cervical cancer in the United States. CDC - Cervical Cancer Rates by State

Gov. Perry signed an EO to put the HPV on the vaccine schedule in order to bring the cost down for those that didn't want to "opt out". The whole thing was overblown.

Shouting that young girls were being forced is a lie. No one was forced to take the HPV. Another reason the age group is cited is because the vaccine would be more effective in that age group than in an older age group. It's just that simple.

Texas doesn't force vaccines on any resident.
