It isnt about "radio" there were newspapers, journals, and other forms of communications back then, it is not the government's place to fund the press and other communications industries. People love to toss around the whole "he wants to take us back to the 18th century type rebuttal" without thinking about things at a higher level. The Constitution was written in general enough terms that it does not need to call out specific advances in technology, rather it identifies basic concepts and principles that can be applied in any period of time without being technology or time-specific.
