Rubio is following in Reagan's footsteps. Reagan never indorsed a candidate, he supported his party period. The same as his 11th commandment. Yes, endorsements can bring in money, so can straw polls, but basically they don't make or break a campaign, especially when we still have so many candidates and they all seem to be getting new endorsements daily.

Rubio is playing it smart. He would be a top pick for VP for anyone that gets the nomination. He doesn't want to mess that up. I am sure the GOP has advised him to not endorse for that reason. He is also viewed as a Tea Party candidate so he can't bite the hand and all of that.
Romney is still a front runner, if not THE front runner. However I'm not so sure an endorsement from Iliana Ros-Lehtinen is much help to him: she is "RINO" that surpasses all other RINOs.
