More proof that Rick Perry is an idiot and needs to fade away into the horizon. The scary part is that his series of mishaps and idiotic statements of late have made George W. Bush look like a genius.

Does Obama even have a say in this?

From my understanding the UMCJ has pretty clear rules on this matter and according to the generals that came on CNN this really is no ambiguity in this matter once the marines in question are identified.
