You are wrong, again! States sometimes "migrate" the work into their state. Hawaii is hugely a union state and yet they bring workers from a company from Oregon, for example,to build H3. I do not have a list of how many times they have done this or how many of the companies that won bids from outside their state were non-union, but I know it happens at times.
