He can grant waivers to the states by executive order, which is what he will do. then he will work to legislatively repeal it. The point of the executive order is to find a fast temporary solution on the first day as a legislative repeal would take a while

But it makes for a great sound bite, which is all Mitt Romney cares about.

99.9% of all promises made by anyone running for POTUS were promises that could only be delivered if the US Congress cooperated. This is just one example.

Here is the Washington Post tracker of Obama's 2008 campaign promises. You tell me how many of them can be done via executive order. And yet, he promised them in spite of his known inability do any of them on his own authority alone.
Track Obama's campaign promises | The Washington Post

If Mitt Romney or any future candidate makes a campaign promise, just make the assumption that legislative cooperation is implied. Otherwise, every president in living memory is guilty of exaggerating their own power to deliver on their promises, including Barack Obama.

It was placed on us illegally and behind closed doors and can be taken out the same way if needed.

Need not to worry, the SC will shut this scam job down for us and we wont have to worry about it anymore.

Totally unconstitutional to force us to buy something.

Romney will have many executive powers he can use to shut it down or stop it from growing like it is planned over the next 2 years.

He is totally correct and will have many powers to shoot this in the foot. Thank goodness.

They can also just not fund it, which has already started. It will require Congress to repeal it completely and Mitt Romney has made that clear, but he can give waivers to all of the states.
