Is there a college anywhere that doesn't give out photo I.D. cards to students?
There has been some discussion about this in PA lately. The legislation says (approximately) that the photo ID must be issued by a "government agency". It's arguable that state universities are government agencies.

A PA municipality (e.g., city, county, borough, incorporated town) to municipal employees An accredited PA public or private institution of higher learning, e.g., a student card
A PA care facility, which includes a long‐term care nursing facility, an assisted living residence or a personal care home
U.S. Armed Forces branches or their reserves, including the PA National Guard (NOTE: The ID holder can be a veteran or current member; the expiration date can be indefinite.)
i can live with the pa voter id law since they are offering free cards. anybody forced to pay money is just going back to poll tax days.
Yes, and since Pennsylvania's judiciary ("The Best Money Can Buy!") has upheld the law, the Obama-Biden campaign in PA will just have to work with it - but it's a well-oiled machine, very good at mobilization, so those who think Mr. Turzai's boast will come to pass are in for a surprise.
