A three-judge Federal Court panel has struck down Texas' Voter ID law, say in it is discriminatory within the meaning of the Voting Rights Act of 1964:

The panel said, if enacted, the Texas law would disenfranchise 13% of eligible black voters, and 78% of eligible Latino voters. Those are the percentiles believed to lack an acceptable ID under the law (the article does not say what percentage of white/Non-Hispanic voters also lack ID, but obviously, they would be affected too)
One factor in the decision, was, due to the scarcity of government resources in many counties in libertarian Texas, voters would be required in some cases, to travel hundreds of miles to obtain state-issued ID. Since many of these voters do not drive, or evn own a vehicle, that would be an undue burden, interfering with their right to vote.
The case will no doubt wind up before SCOTUS, but I don't know if it can get there in time to effect this election.
