The govt keeps it that way because it likes it.

As long as the public corps have fat bottom lines they could care less. This isn't a D or R thing. Under Clinton we had NAFTA, China permanent favored nation, Commodity Modernization Act and the start of the -33% manufacturing offshoring to help create that giant real estate derivative bubble as the govt owned corporations made a killing offshoring those jobs.

The govt still owns those controlling shares of most if not all publicly traded corps and will continue to offshore until the profits are harmed or the American people wake up.
