I see polls have both candidates neck and neck, the thought occurred that there could be a tie vote.
What procedures are there in place in case that possibility arises?do we do the whole vote over? does the electoral college toss a coin and call one of the candidates a winner?
Wonder how much a pay per view Romney vs Obama cage match would generate?

Only if it's an electoral tie.

The Senate will vote for the VP, so it could be Romney-Biden

Do any of you history buffs know if this has ever happened?

The vote for president would go to the house Romney would win.
The vote for VP would go to the senate where they are free to elect whoever so they could elect Biden or Obama.
A Romney Obama government would stir interest

Especially if the Senate ends up being 50-50. But otherwise the VP doesn't matter much.

I also do not know if they have to vote for who is running or could it be Romney Obama? either way it would be interesting

The newly elected House, but what happens is each state delegation gets together and decides who to vote for. Each state delegation gets one vote, each representative does not get a vote. So the 1 representative from Wyoming gets a vote and the 52 from CA get one vote.

There will be at least 26 delegations controlled by Republicans after the election.

The other thing to point out - the probability of a 269-269 electoral tie, while slim, is actually much greater than the probability of a tie in the number of votes by citizens. It is certainly greater this election than in most, because this looks like it will be a very close election and because of the electoral vote math there are several plausible tie scenarios. The latter, while technically possible, would be incredibly unlikely. It would obviously only make a difference if the candidates were exactly tied in a decisive state. In that case, I honestly have no clue what would happen.
