Simple answer: if he's required to pay them back, then anyone else who receive them should as well. But what I will say is what conservatives always say when we propose higher-taxes on the wealthy: "he should just give the money back to the government". I know they typically say that when we say some wealthy want to pay higher taxes.

why would anyone bother to take part in a poll that has no right answer, just like most polls and why do we want to respond to someone who doesn't even live in our country?oh and btw, what is a strong Agnostic? you are either one or you are not.
