It is just that most people haven't a clue as to how to figure it out. Nor do most people want to, instead preferring to cling to the fantasy that the candidate(s) they really want to be the nominee are in fact that one(s) most likely to be nominated.
The Republican Party follows very predictable patterns in selecting its Presidential nominees.

Yeah, it's funny how the Republican voters are totally cool with all these potential candidates lining up to "kiss the ring" of a billionaire. Small government folks, indeed.
Rand Paul is not presidential material. No charisma. Not likeable. Only appeals to the fringe demographic.
This is laughable. No charisma? Not likable? Please. He has more charisma than King Obama ever had (he really had none, unless being a good liar equals charisma). Oh, that's right, he sent a tingle up Chris Matthews leg. That must translate to "charisma." Oh, and some liked the crease of his trousers! That was certainly a qualification!
Rand Paul is far smarter than Obama, who seems to be dumb as a rock.

Following Christie's Bridgegate collapse it's been fairly scattered, with only Mike Huckabee leading on a consistent basis, topping five polls. Paul has won a couple since then, and Paul Ryan won a couple immediately after Christie's fail (probably just name-recognition at play there). Rubio managed to get back atop the polling once, as did Christie recently (though with a low 13%), and Jeb Bush has topped a couple of polls since January.
I think you put too much emphasis on Bridgegate. Because the NY media is in the area they are making it out to be a big deal because they think everytime a NYer or NJite sneezes, the world stops. I can assure you that the rest of the non-Democrats in the country don't give a hoot about some traffic brouhaha in Yankeeville anymore than the same media would care about a similar incident happening, for example, in some place like Louisiana or Alabama with their governors. Christie's problem is his pushy demeanor that endears him to NY/NJ northeasterners and NY/NJ retirement refugees in Florida but will be a hard sell anyplace else. He strikes me as someone who doesn't know or care about people and issues outside of his NY/NJ bubble. It was Rudy Giuliani's problem, too, but without the blustery in-your-face demeanor.

it is called, money talks when it comes to campaign funds. It takes a hell of a lot of money to run for any office today. What about the Dems who bow to Hollywood's money? Is that, somehow different?
