Yet another inexperienced, but 'stylish' candidate. Style over substance so it seems.

It doesn't necessarily mean the DSCC has given up on Grimes at all.
As the last paragraph of the article you linked said: (I'm paraphrasing) Now that the Georgia race is going the right way, and is within the planned margins and trend lines, now is the time to put money into other states were the races are neck to neck.
It's as possible that Grimes has enough now to carry the last weeks on her own funding. Candidate donations are very often held in reserve until late in the game.
The NRSC does exactly the same thing. It's just good politics to put the last-minute money into races where the money will do the most good.
The guys holding the checkbooks are not looking for symbolic wins. They want much more tangible results. If Mitch looks like he's going to be a runaway winner, he's not going to get any party money either in the last days of the campaign.
She is still raising oodles of money, so, yes, it does make sense to spend the money elsewhere.
"Grimes has more cash ($4.4 million) than any other Democrat in a competitive Senate race."
One would think McConnell would be rather easy to defeat. Of course, I thought dingy harry would get booted too.
Kentucky is a red state to the core. The real surprise is that a Democrat was polling even close against a possible Senate Majority leader in such a red state. Nevada is a light blue state.
Democrats would be focusing all resources, all hands on deck, if they thought they had a chance of taking down McConnell. Evidently those at the top have concluded that they have no chance.

They have shifted from ad buys to getting out the vote.
In other words, rumors of the DSCC abandoning the Grimes campaign were a bit premature.
They are investing far more in GOTV efforts than they did in 2010, would be interesting to see if it pays off in the end. GOTV efforts were a major part of their victories in 2008 and 2012, without it being a Presidential election lets see if the Dems can be successful again with the GOTV operation.

According to the link this is not about shifting resources to GOTV, but to other states, and in particular to incumbent candidates.

They also just bought more air time in Georgia and South Dakota, so its not just Incumbents. Also, they are continuing to spend in Kentucky, they just spent $300,000 on the GOTV effort.
Also its worth pointing out with the last campaign finance filings, as of the end of the 3rd Quarter (9/30) Grimes had $4.4 million cash on hand. Considering the amount of time left, and the fact Kentucky is not an expensive state to run ads in, the fact the DSCC is no longer spending anymore on adds likely doesn't mean much, since there is already more than enough to go around. McConnell has $5.2 million cash on hand.
FWIW, I expect McConnell to win, but I don't think the Democrats are giving up on holding this seat.
