They didn't address what percent of people start college and then drop out. This would then become another burden on the taxpayers.

This clearly should be a state issue and Washington should butt out. If it works at the state level, other states will follow, if it doesn't it will be one less boondoggle in Washington.

Actually no it wouldn't. One other country tried that, I forget which, but 1/2 their stock trades left the country and moved to UK.. Furthermore, with lower stock trades, you'd get LESS tax revenues, because every transaction results in a "profit" to either the buyer, or the seller, and thus you'd lose the capital gains revenues.
