Carson SAID that he never applied, and WP said that Carson never applied nor was given acceptance to WP.

If he never applied nor was accepted, then there was no offer of a scholarship since they are only offered to those who have applied and are accepted to WP.

If he is claiming that someone saying that "I can help you get into WP" or " you would be a good fit at WP" as being offered a scholarship, then he needs to learn the definition of "offered a scholarship".
