Honest Leadership and Open Government Act of 2007 (

United States federal government that amended parts of the
Lobbying Disclosure Act of 1995. It strengthens public disclosure requirements concerning lobbying activity and funding, places more restrictions on gifts for members of Congress and their staff, and provides for mandatory disclosure of
earmarks in expenditure bills.

Lugar-Obama initiative signed into law
The Lugar-Obama initiative, authored by U.S. Sens. Dick Lugar and Barack Obama, was signed into law by President George W. Bush. The Lugar-Obama initiative expands U.S. cooperation to destroy unsecured, lightweight anti-aircraft missiles and other conventional weapons, and expands the State Department’s ability to detect and interdict weapons and materials of mass destruction. The State Department estimates that as many as 750,000 man-portable air defense systems in arsenals exist worldwide and that more than 40 civilian aircraft were hit by such weapons since the 1970s. Loose stocks of small arms and other weapons help fuel civil wars, and attacks on peacekeepers and aid workers. The Lugar-Obama initiative is modeled after the Nunn-Lugar program that focuses on weapons of mass destruction in the former Soviet Union.
Coburn-Obama Transparency Act
The
Federal Funding Accountability and Transparency Act of 2006 (S. 2590)

act that requires the full disclosure of all entities or organizations receiving federal funds beginning in
fiscal year (FY) 2007 on a website maintained by the
Office of Management and Budget. This bill was introduced by Senators
Tom Coburn and
Barack Obama on April 6, 2006 and passed unanimously in the Senate on
September 7, 2006 and was passed in the House on
September 13, 2006. The bill was signed into law by
President George W. Bush on
September 26,
2006. In August 2006 there was a "
secret hold" on the legislation placed by Senators
Ted Stevens[2] and
Robert Byrd.

Congressional Budget Office estimates S. 2590 will cost $15 million over its authorized time period of 2007 - 2011.

Obama joined Chuck Hagel (R-NE) in introducing legislation to reduce risks of
nuclear terrorism. A provision from the Obama-Hagel bill was passed by Congress in December 2007 as an
