There is no ceasefire. Don't kid yourself. Aleppo is surrounded, rebels are exhausted and about to lose out. Why would Russians agree to a ceasefire? Besides, what are the terms of the ceasefire? Can rebels move in and out and bring supplies in? Don't think so.
The problem is not a lack of water but a surplus of people and agriculture. Much of that area was desert before people moved in and attempted to irrigate crops and build cities with an already limited water supply.
