Were you the janitor? Because, as others have said, if you were really familiar with the regulation you would know that it's the responsibility of the media outlet to ensure the equal time regulations are enforced, not that of the candidate.
And they only have to make the time available. In other words, if Trump takes an hour they have to offer the other candidates an hour. If they choose to take just 15 minutes the media outlet doesn't have to limit Trump to 15.
