hOw is he different from any other congress person?

If the Pentagon is spending green folding dollars, they all want it spent in their states.

You could say he is dancing with those who brought him to the dance.

Clearly not, nor the fact that despite his argument that he's better on foreign policy on the basis of one vote, he's also far from the dove his supporters seem to believe he is.

The decision was whether the investment should be in Florida or Vermont. There was no question that the investment was going to take place. Sanders, being a senator from Vermont, fought to make sure these jobs were in Vermont. If he had not done this, the investment would have taken place in Florida instead.
