I agree with you except I do believe some presidents are better at emergencies than others. Obama handled Hurricane Sandy pretty well. Bush didn't do so well with Katrina. (The difference may have been who they hired to oversee FEMA.)
Depends on the president's priorities. he might have handled Hurricane sandy well, but when it comes to Ferguson, no comment.
He will consult his cabinet and the best military advisers to come up with a plan. I am sure there is already a plan and that he will review that using our best to make a decision as to whether it is the best of plans. Trump won't be a know-it-all like Obama with an agenda to destroy our country and let it be used as a door mat. I trust Trump with the life of my son, a career officer in the Army, and I wouldn't trust just anyone with my son's life.

He also believes in revenge.

Why would a President handle an event that happens in a city? The chain of government would be city, state, then federal. The only reason Presidents get involved in these hurricanes is because multiple states are usually involved and because the destruction overwhelms the state.
