It's called a consent decree because the parties agreed to settle. Just like any litigation, you might settle even where you have a strong case.

You seem to be incorrect on this.

Even though the agency didn't use the word "racist", charging him with deliberately avoiding renting to certain ethnic and racial groups kinda makes him out to be a 'racist-in-fact'. They may not have used the actual word, but the intent is pretty clear. And, this was lonnnnng before he decided to run against democrats.

Historically, trump was likely called racist by people who had to deal with him as a private citizen. They just didn't call up the media and complain about it. After all, he was just a private citizen. No H-word involved in that. Probably some of the people who thought of him as racist in private life were republicans, democrats, and about any and every other political persuasion.

And some people might say (not me) that Fred Trump was a KKK-loving racist (as evidenced from his arrest records) and that an apple doesn't fall too far from the tree.

But that's going to far. I am just reporting what some people might say.
