Maybe she didn't share your complete confidence in the state/government ability to provide workable and secure communications.
I'm on her side in that regard.
From 2006-2012 I worked for state/local governments and my impression of their ability to secure email was ~meh. My home AOL (yes) and later gmail were better.
So I'm not a blind believer in governmental ability to carry out these functions. YMMV.
