This is a silly argument. $7M is nothing compared to the billions that both sides waste on things far more trivial. And a drop in the bucket compared to the $19,000,000,000,000 national debt.

From what I understand, Nishimura DELIBERATELY downloaded classified info to his own devices.
Going back to Comey's comments any reasonable participating in those discussions should have known they should not be taking place on an unclsssified sytem. So we are back to is she incomepetent or liar?

The problem with your theory is that you cannot PROVE she LIED. All she has to say is "I didn't notice those 3 little "C"s. If she BELIEVED that she didn't have any classified e-mails on her server, she didn't LIE - and there is NO WAY to PROVE that she didn't BELIEVE she had no classified e-mails on her server - especially considering the fact that NONE of the e-mails were properly marked as Classified (they were supposed to have a "Classified" header - but didn't). Perjury is almost impossible to prove in cases like this. So - as with the previous case, unless the FBI thinks they can PROVE the case, the FBI won't recommend prosecution and the justice department won't press charges.
So, it'll just be another futile effort on the part of the partisan GOP-led committee.

It's not provable for the other issue: Where she said she used her home email server so she could use one device(smart phone) for email. Then the FBI guy said she had multiple devices over time. However, this doesn't mean Hillary lied.
Switching to a newer version of cell phone after 2 years doesn't mean someone had 2 devices at once. In this case, Hillary didn't lie and neither did the FBI guy because upgrading a device to a new one is an entire different thing versus having one device on your person.
It's like calling someone a polygamist for having multiple wives when they got divorced and remarried to a different wife.
I'm just wondering why the only time the GOP congressional members work or move quickly is when they are going after their political hearing agendas. They really are a bunch of rabid dogs who spend most of their time sleeping other than when they go on the attack.

Although definitely not secure for top secret government work, Comey did seem to imply they were better than the Hillary home brew, because they at least have large scale infrastructure that is monitored 24/7.
No excuse but just pointing out the clear difference between large name providers and a home system.
