You are right about what it comes up with. It might, however, be that she pays for that privledge, much like the certain real estate company that always show up top when you google something like, for example, real estate in wherever city you live in.

It's simple. People talk a LOT about Trump and twitter because his tweets are so outrageously controversial and entertaining. The search results reflect the multitude of those comments and discussions, which massively outnumber the actual number of his tweets.
On the other hand, Clinton's tweets are straightforward and predictable; they generate retweets but very little discussion outside twitter. So the top return from that search would be her account.
IOW, it's the normal google algorithm. No hanky-panky.
