He isn't 2 points behind. He has to maintain an average of 15 points to get in the debate. It might have some impact but likely not a whole lot. Most people make up their mind by the debates. The debates might of made a difference in the lower information past but the advent of 24 hour media and the internet makes them more for show than anything. Romney killed Obama in that one debate and he did worse than he was polled as doing.

"Points" refer to the average percentage points in major national polls. You need to average 15% to be allowed to participate in debates. I don't think Gary is close yet. It would be great to see him participate, but I tend to doubt that would happen.

........., the CPD adopted on October 28, 2015 its 2016 Non-Partisan Candidate Selection Criteria. Under the 2016 Criteria, in addition to being Constitutionally eligible, candidates must appear on a sufficient number of state ballots to have a mathematical chance of winning a majority vote in the Electoral College, and have a level of support of at least 15 percent of the national electorate as determined by five selected national public opinion polling organizations, using the average of those organizations’ most recently publicly-reported results at the time of the determination.
Johnson's inclusion may have an impact, but no one can guess what it will be. If he does well he could gather up 35% of the popular vote and some electoral votes, if he fizzles and Clinton and Trump both shine, then he will be a footnote in history.

1. Not really 3 points behind. He has to average 15% in the polls to be allowed to debate, he has 12% in one poll, but the average is a bit lower, he would basically need to double his polling average to be in the debates.
2. Very little impact, he isn't going to have the $$$ to really run a huge 3rd party campaign.

The way I understand it, the Commission on Presidential Debates chooses 5 national polls sometime in September and the average of those 5 polls are what is used to determine eligibility. So as long as Johnson's numbers are around or above 15% consistently in 2 months, he should be good.
