Not always true. For example, can you show me his statement concerning the historic Supreme Court ruling striking down parts of the Texas abortion law back in June? I didn't think so.
Marco Rubio, Ted Cruz, Mike Huckabee, and even his opponent Hillary weighed in on the decision within hours.
What was Trump doing? Tweeting about Brexit and how CNN is reporting negative stories about him.
We could modify the question... why does trump immediately issue a statement after every disaster that he actually notices, in between tweeting about himself and how everyone is against him?

I noticed France's president was out of the country but RETURNED when France was attacked. He didn't go play golf and smile like he didn't have a care in the world like our president does. And he didn't say "What difference does it make?" either.
Police have been killed under EVERY administration we have EVER had. Were they all poor leaders? Is Trump somehow going to magically be the BEST LEADER EVER?
Or is Trump blaming this on the local police leadership? Are Police Captains no good?
