Well, that is a flip flop. Big time. Trump said he would kick out illegals. All of them. Then they would go through a big door and come back in on our terms from the back of the line. This is nothing but Little Marco's Gang of Eight Plan, maybe even less - plan and simple.
I don't think Trump has any idea on what to do honestly. I think the problem is that his staff is giving them advice and he is going the opposite way with his own ideas. He's boxed himself in with his immigration plan. If he softens he might gain some support back from white voters that fled. Although I'm dubious about that since they had issues with him already for them to flee so quickly. His 3 weeks acting like a jerk was a symptom of a larger problem that they had with him. However, if he does his most ardent supporters might flip out. That's why you are getting him flip flopping daily. Saying he is open to softening in one interview but then acting hardline in a rally or another interview.
