Sorry - I'm not getting your point. I grew up in Chicago, where pretty much every dead person voted for years and years after they died. It wasn't racial, it was what we called 'the machine.' Richard Daley (Senior) was only half speaking in jest when he used to admonish us to "Vote early and often..." I remember union members riding around in buses going from voting precinct to voting precinct casting votes for the machine.
The only way it could have been stopped was by requiring voters to prove who they really were. Nowadays you have to do that to fly on a plane, rent a car or even write a check. So why is that suddenly racial if society requires that you prove you are who you say you are when you vote?

Getting a photo ID does not carry a "high cost." Even dirt poor illegal aliens have driver's licences.
We have to show a photo ID and sign in to a book before we can get vote in KS. I still can't figure out how anyone can survive without a photo ID as even my adult son with disabilities who conducts no business still has to have one just to be seen by a doctor.
