The wireless mic's are for the broadcast feed. The podium mic's are usually for the room.
If the two of them are turned toward each other, the podium mic's might not clearly pick up the exchange.
Clinton obviously has a implanted chip for communication, so why would she need to be wired? Oh, maybe she forgot to charge her battery, that's why she was so perky this debate, since she was plugged in, she got a little boost of energy.
