Q: Could someone, having won the presidential election, suddenly announce plans to change parties? (wouldn't that upset the apple cart!) I know, it'll never happen, I just want to know if it LEGALLY could be done. Senators and Congressmen do it, so why not the President?...

He sure can, but why? The president more or less sets the agenda for the party. Hence the shift to neo-connism in the last 7 years. A congressman can feel jilted by his party though, and switch parties.
